To implement the "Notice of the State Council on Printing and Distributing the Work Plan for Controlling Greenhouse Gas Emissions in the Twelfth Five-Year Plan" and the "Action Plan for Climate Change in the Industrial Sector (2012-2020)", to promote the industrial low-carbon transformation, the Ministry of Industry and Information Technology, The National Development and Reform Commission organized a pilot project for the national low-carbon industrial park. Among the first batch of the list, four industrial parks are mostly steel production and processing enterprises: Jiangxi Xinyu High-tech Industrial Development Zone, Hubei Qingshan Economic Development Zone, Gansu Jiayuguan Economic and Technological Development Zone (Industrial Park) and Zhejiang Ningbo Economic Technology Development Zone.
