The government is not enough incentives for energy conservation and emission reduction in the non-ferrous metals industry

“Enterprises need to invest a lot of money in the process of energy conservation and emission reduction, but the government’s incentives for energy conservation and emission reduction achieved by enterprises are insufficient, which makes enterprises lack innovation and innovation in energy conservation and emission reduction technologies.” The 16th China held recently At the special forum of the Association for the Advancement of Color Metals in the Association for Science and Technology, experts from Kunming University of Science and Technology expressed concern about the problems in energy conservation and emission reduction of some non-ferrous metallurgical enterprises in Yunnan.
At present, there are 8866 mining enterprises in Yunnan, but most of them are small in scale, and small and medium-sized enterprises account for 97%. Only Yunnan Copper Enterprise, Yunxi Group, Yunnan Metallurgical Group and Kunming Iron and Steel Group have assets of more than 10 billion yuan.
“Because of the small scale of the company, the proportion of constant costs in the business process is large, and the investment in technological transformation is insufficient, these small enterprises generally have problems such as extensive production, backward technology and equipment, and short industrial chain.” Kunming University of Science and Technology Experts say that this is not only a problem in Yunnan but also a country. Every year, China's non-ferrous metal industry discharges hundreds of millions of tons of waste rock and more than 70 million tons of tailings. It not only occupies a large amount of land, but also has serious environmental pollution. Each year, tens of thousands of tons of wastewater are discharged, and only a small part of the treatment is discharged or recycled. What is embarrassing is that China's non-ferrous metal industry has a serious shortage of medium and high-end products, and surplus primary products have become the supply of raw materials and primary products in developed countries. The resource advantages have not been converted into economic advantages.
“After years of mining, the decline in the grade of non-ferrous metal mineral resources will inevitably lead to an increase in energy consumption. This is an important obstacle for the industry to promote energy conservation and emission reduction,” said an expert from Kunming University of Science and Technology.
Experts pointed out that many enterprises have insufficient funds to invest in energy conservation and emission reduction, making technology investment in energy conservation and emission reduction and engineering investment less. Due to the single investment channel for energy conservation and emission reduction, the low level of market operation, and insufficient social participation, there is no domestic and foreign investment and financing platform for energy conservation and emission reduction, which makes enterprises rely heavily on the government's investment. The overall investment in the local GDP is low, and the government's guiding funds are obviously insufficient, resulting in a large gap in energy conservation and emission reduction.
In response to these problems, experts suggest that the backward production capacity elimination system should be strictly implemented, energy conservation and emission reduction of key products and key projects should be implemented, and at the same time, by adjusting and optimizing the industrial layout, strengthening fiscal and taxation policies, and increasing the implementation scope of differential electricity prices and punitive electricity prices, etc. Policies to vigorously promote energy conservation and emission reduction work.
